Like Betsy, I'm a little skeptical. Of course, since the report was in a newspaper we should always read it with a grain of salt.

It's quite true -- not so much that they don't teach it, but that it is taught in an ineffective way, rather similar to Everyday Math. And like EM,it requires more work, under much more stress, for much worse results.
