Once upon a time journalism was about reporting the news. Some journalists engaged in propaganda by slanting what they reported or refusing to report news that would favor politicians with whom they disagreed.

Today, propaganda in journalism is so rampant that simply slanting or boycotting stories isn't enough. Now we have the NY Times, which no longer reports news, it manufactures news.
