Stan, liberals and democrats are determined to keep the poor folks poor. If they can keep people dependent on that government stipend, they can continue to get their votes. That's why so few democrats are in favor of personal accounts in the socialist security program. If the poor and lower middle class acquire wealth, they won't need the democrats.
